Blue tourism refers to all forms of tourism that use the sea as a resource. I first looked at the policies related to Blue tourism that the Japanese government is implementing in general in this paper. And while each local government in Japan, which uses the sea as a resource, is also devoting a lot of energy to the settlement and utilization of Blue tourism, especially in Kagoshimaken, most of the prefecture faces the sea, so Blue tourism is carried out on a large scale at the prefecture level by dividing the entire region of the prefecture into three major sections. It may be difficult to manage and utilize a wide range, but Kagoshimaken operates in connection with areas located close to the sea and implements Blue tourism program that makes good use of the characteristics of each area. It is also meaningful for sustainable regional development that local companies and residents are actively used as the subject of Blue tourism. And Kagoshimaken is characterized by actively linking with students’ educational travel in Blue tourism, which encourages guest houses for agriculture, forestry and fisheries experiences and is also linked to demand for educational travel, solving the problem of vacant houses and the concerns of accommodation for urban residents. As such, it can be seen that in Kagoshimaken, blue tourism is being used for sustainable regional development in various aspects such as organization, visitors, and public relations.
